The Information Technology (IT) Director for the SC Criminal Justice Academy, 54-year-old Richard M. Lipkin of Irmo, was arrested yesterday for soliciting sex over the Internet, from what he believed to be a female minor.

Charged with felonies, criminal solicitation of a minor and dissemination of obscene material to a minor, a judge assigined Lipkin a $25,000
