S.C. biz and political leaders pitch their own spending-free stimulus plan

A group of South Carolina business leaders and legislators have teamed up to create their own version of a stimulus package, but instead of spending new money it would cut state money collection and loosen how existing grants are spent.

It's a good piece but one that mainly shows the upside of the idea. As/if the legislation progresses I suspect we'll hear more of the counter side.
