Street vendor regulation turns into nightmarish headache

The Post and Courier on the recently passed law regulating roadside vendors:
The vendors don't like having to pay $10 every day they set up. City business license staff can barely get other work done with the daily stream of license buyers.

I understand why North Charleston felt compelled to institute some regulation, but this seems over the top. Seems like they'd be better off putting up no-vending signs in problematic areas, and just keep the $25 vending license as a way to make sure everyone sticks to the rules.
