Keith Francis Gadsden, 46, of North Charleston was arrested last week on the accusation of raping a member of his youth basketball team in the 1980s.

Gadsden's personnel file is being treated as confidential by city and school board officials, heating up the The Post and Courier for another battle against how long it takes public agencies to release public information.
