Etching away at SCDOT financial issues on homeowners' dime

The South Carolina Department of Transportation is working to transfer their responsibility of constructing and maintaining driveways of homes that connect with state roads to the homeowners.

The shift in responsibility would take the $6 million SCDOT spends for driveways per year and put the burden on homeowners, costing them approximately $1200 per driveway.  This is just the latest from the SCDOT regarding their financial concerns.  According to this report by WMBF, homeowners are, understandably, not happy about this potential change.

What do you think?  Is it the State's responsibility to provide safe access to state roads or the homeowners'?
