Charleston's Housing Authority receives $2.2M for public housing improvements

The United Sates Department of Housing and Urban Development gave the City of Charleston's Housing Authority $2.2 million to go towards large-scale capital improvements to the area's public housing stock. 

So what in the world make needs "capital" instead of regular old routine maintenance? Capital improvements are changes that are required to make the housing financially sustainable. The particular funding is slated to be used for erosion control, sewer line repairs and replacement, and structure improvements.
