Anger over private vs public rights in gator hunting season

To kill an alligator in South Carolina it goes something like this: If you're a private citizen you'll need to spend $100 and capture the beast before killing it up close; If you're a large land owner you can sell $10 permits to shoot gators from as far as you like.
As expected some folks are unhappy about this.
