Free health care for poor children went largely unused

South Carolina will work faster to enroll poor children in a free health care program, after state Democrats were furious that the $24 million program was only at 13% capacity.

The program targets families that have an income of up to twice the federal poverty level (a single parent with one child would need to make $28,000 or less to utilize the program).
