Taking a look at South Carolina's budget woes and poor planning

As we all know, South Carolina has been rocked by budget shortfalls in the last couple years but The Post and Courier has penned a piece that says our state is also ailing from a systemic state of flatness where state spending has been ill timed and failed to keep up with population growth and inflation.
