Special needs teacher arrested for unlawful conduct
Rosemary Mills, a special-needs teacher at Williams Memorial Elementary School in St. George, has been arrested on accusations of unlawful conduct toward one of her special-needs students.
On October 14th, a parent saw Mills grab a 10-year-old boy behind the neck and shove him into a chair not once, but twice.

Just a week ago a special needs teacher's aide was charged for striking a child.
