Another project by nonprofit Elpis group comes to quiet end

After fears that a city loan of $45,000 would slip away, Charleston-nonprofit Elpis quietly repaid the money.

It's not the first time this year that the group has had trouble, earlier this year the city bought back a restored mansion on East Bay for $1.4 million.

Founder of Elpis, Rev. Dallas Wilson, has blamed the troubles on having a hard time raising funds in the current economic situation.
